yes, It'll be sent from the UK.
Can i use it instead of a normal Elevator Tag and do i need extra stuff as this is the main reason why i want to use hen i have my hands full just to swipe it and open the elevator.
That's entirely up to what sort of NFC the elevator uses, and if the people maintaining the access cards will give you access with a 3rd party device (the NFCRing).
I know nothing for NFC so please let me know if i can do similar stuff.
